POSITION: Assistant Finance & Administrative Manager, Full Time Employee
COMPENSATION: $80,000 - $100,000/yr DOQ

LOCATION:  Friday Harbor, WA

OVERVIEW

The Assistant Finance & Administrative Manager is a key member of the San Juan Islands Conservation District (SJICD) team, responsible for ensuring strong financial stewardship, organizational efficiency, and high-quality administrative operations. This role supports financial systems and transactions, supports compliance with grant and state requirements, oversees office administration, and contributes to smooth internal workflows that enable the District to achieve its conservation mission across San Juan County.

 

DUTIES AND RESPONSIBILITIES

Financial Management (50%)

  • Maintain accurate accounting systems using accepted nonprofit/governmental financial practices.

  • Prepare monthly financial statements, cash flow projections, and budget-to-actual reports for leadership and the Board.

  • Support the Finance Manager, Executive Director and program leads in providing timely and relevant financial information.

  • Manage accounts payable, accounts receivable, deposits, credit card reconciliations, payroll coordination, and expense reimbursements.

  • Ensure compliance with State Auditors Office and Washington State Conservation Commission (WSCC) financial requirements and grant-specific reporting.

  • Track restricted/unrestricted funds and support grant managers with budget monitoring.

  • Coordinate annual financial review or audit with external accounting partners.

 

Grants & Contracts Administration (20%)

  • Maintain organized documentation for all grants, contracts, and interagency agreements.

  • Support preparation of grant budgets, match documentation, and financial reporting.

  • Assist program staff in monitoring grant spending to ensure allowable, allocable, and compliant use of funds.

  • Maintain the District’s vendor and contract database.

 

Administrative & Office Management (20%)

  • Support day-to-day administrative operations, including office supplies, technology coordination, and facility needs.

  • Manage recordkeeping in accordance with District procedures and state retention requirements.

  • Serve as the primary point of contact for administrative inquiries and internal support.

 

Human Resources Support (10%)

  • Assist with onboarding, personnel file management, and HR recordkeeping.

  • Support recruitment logistics, job postings, and candidate communication.

  • Coordinate staff training, compliance documentation, and benefits-related administrative tasks (in partnership with third-party providers).

 

REQUIRED QUALIFICATIONS

  • Bachelor’s degree in accounting, business administration, public administration, finance, or a related field; OR equivalent professional experience.

  • 3+ years of experience in financial management, accounting, or administrative operations.

  • Strong knowledge of nonprofit or governmental accounting principles.

  • Proficiency with accounting software (e.g., Blackbaud Financial Edge, QuickBooks) and Microsoft Office Workspace.

  • Excellent organizational skills, attention to detail, and ability to manage multiple priorities.

  • Strong written and verbal communication skills.

  • Ability to maintain confidentiality, integrity, and sound judgment.

 

DESIRED QUALIFICATIONS

  • Experience with grants and contract management.

  • Familiarity with Washington State Conservation Districts or other public special-purpose districts.

  • Knowledge of state and federal grant compliance standards.

  • Experience supporting HR processes in a small-to-mid-sized organization

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS

  • Office-based role with availability for some remote work depending on organizational needs.

  • Occasional evening meetings for Board or community events.

  • Ability to drive district vehicles to support errands.

  • Ability to lift up to 25 lbs., move office materials, and travel within San Juan County.
